Transpennine Route Upgrade
The Transpennine Route Upgrade (TRU) is a £10.7 billion Programme of activities that is improving the railway between York and Manchester via Leeds and Huddersfield.
Stretching across the North of England, this key 76-mile Transpennine railway serves 23 stations, crosses over and dips under 285 bridges and viaducts, passes through six miles of tunnels, and crosses over 27 level crossings.
Proposed improvements will deliver a hard-working, reliable railway for passengers, allowing for trains with more seats, more services and faster journey times.
As part of the exciting transformation of the Transpennine Route Upgrade (TRU), we are introducing the cutting-edge European Train Control System (ETCS), a revolutionary step forward in digital rail technology. To help lead this landmark transition, we're looking for an experienced Scheme Project Manager with excellent stakeholder management skills to support our Industry Integration Team.
In this pivotal role, you will play a critical part in shaping and driving the successful development, integration, and implementation of the ETCS system. You will work across all aspects of ETCS delivery working with industry, infrastructure and business change teams to provide an overview of how ETCS is to be delivered and support teams in how they deliver projects.

Brief Description
As a Scheme Project Manager in the Digital Industry Team, you will support the delivery of ETCS solutions across the TRU and wider digital signalling programme. Reporting to a Project Manager, you'll coordinate multi-disciplinary activity, manage interfaces and support safe, compliant delivery in a fast moving and evolving environment. The role involves working closely with Network Rail teams, delivery partners and train operators across the Passenger, Freight, OTM and Charter & Heritage sectors, contributing to how digital signalling is delivered and helping drive positive change in the railway.
Ideal Candidate:
We're looking for a motivated and curious project professional who is confident, organised and comfortable working in a complex, regulated environment where priorities can change. Strong stakeholder management is essential. ETCS delivery depends on effective collaboration across multiple organisations with differing priorities and constraints. You'll be able to build trusted relationships, influence without authority and apply sound judgement when managing uncertainty, enabling safe, aligned and efficient delivery.
Key Qualities:
• Experience delivering projects or schemes in a regulated or safety critical environment.
• Confident working within governance and project controls, with the ability to apply sound judgement where information is incomplete.
• Strong organisational skills, able to manage multiple workstreams, interfaces, risks and deadlines.
• Effective stakeholder management skills, with the confidence to build trusted relationships and influence across Network Rail, operators and delivery partners.
• Comfortable working with ambiguity, evaluating options and making decisions in a fast-paced environment.
• Positive, resilient and results-focused, with a willingness to learn and contribute to improving railway performance through digital signalling.
• Collaborative and supportive, working well as part of an energetic and evolving team.
