Opportunity to become an Independent Person or an Independent Member of Leicester City Council's Standards Committee

Leicester City Council is looking for up to five committed individuals to join our Standards Committee as an Independent Member and two further individuals as an Independent Person with all roles for a five-year fixed term period.

The Standards Committee is a key component of the Council's corporate governance framework. The Committee reports to the full Council, and its purpose is to promote and maintain high standards of conduct by Members.

The Independent Members will work alongside the five elected councillors on the Standards Committee. They will contribute to the work of the Committee by attending meetings as a member and overseeing the ethical and governance framework of Councillors and other co-opted members of the Council. Additionally, as a member of the Standards Advisory Board the Independent Member will adjudicate upon individual complaints that have been independently investigated.

The role of the Independent Person will involve working closely with the Council's Monitoring Officer to scrutinise and progress complaints where there is an allegation that an Elected Member has failed to comply with the Code of Conduct. By law, the views of the Independent Person must be sought by the Council before it determines an allegation that has been formally investigated.

We are looking for individuals who have a strong commitment to high standards and ethics in public life and have an interest and knowledge of local government. You will need to be able to analyse complex situations and take a fair, open-minded and objective viewpoint and be able to communicate this effectively orally and in writing.

For an Independent Member an annual allowance of £597 will be payable and for an Independent Person an annual allowance of £2,416 will be payable, which will be reviewed annually. The estimated time commitment will vary but generally will involve attendance at least two scheduled meetings of the Committee per year, plus any subcommittee Board or Panel meetings as necessary averaging less than one per year.

Working hours will generally be flexible but there may be a requirement to attend meetings during the day and in the evening and to be available for telephone or email consultation, sometimes at short notice.

The appointment will be fixed term for a period of 5 years. The recruitment is being conducted as per Section I in the "information for Applicants" sheet.
