Transpennine Route Upgrade
The Transpennine Route Upgrade (TRU) is a Programme of activities that is improving the railway between York and Manchester via Leeds and Huddersfield.
Stretching across the North of England, this key 76-mile Transpennine railway serves 23 stations, crosses over and dips under 285 bridges and viaducts, passes through six miles of tunnels, and crosses over 29 level crossings.
Proposed improvements as will deliver a hard-working, reliable railway for passengers, allowing for trains with more seats, more services and faster journey times.
The Transpennine Route will also see the first deployment of ETCS (European Train Control System) in the north, which will bring a real technology step change in the train control system in 50-years.

Brief Description
The Role is to provide Project Management on projects on next phase of the TRU Programme Portfolio. TRU is developing the next phase of projects to realise the end benefits of TRU, including a number of multi discipline projects. These projects are often complex and require highly motivated, engaged individuals to collaborative work through the problems to successfully deliver the projects through the early phases of the project lifecycle. This role is for a Project Manager to lead the Project management and team in successfully delivering these projects for TRU.

We are looking for people that will lead a team through delivering projects, pulling people together, driving the schedule and managing the cost and risks, with a positive attitude.
This is an exciting role to work on the TRU Development portfolio, taking projects early in their Project lifecycle and taking them through to a point of delivery. You will develop your understanding and capability to manage projects through their early stages of their lifecycle. There is an experienced team around you to support and mentor you through this process. The TRU programme has a decade of work in front of it and this is a great time to join and be part of the delivery.
About the role (External)
Some of the key accountabilities of this role are:
1. Accountable for delivery of complex projects or a portfolio of lower complexity projects in a safe & environmentally responsible manner to time, cost, and quality, in accordance with the Governance of Railway Investment Projects (GRIP), applicable Network Rail company standards, current legislation and procedures including HMRI guidance where appropriate.
2. Support the project Sponsor in preparing and maintaining definitions of the project requirements.
3. Lead and develop multi-disciplinary teams including commercial, programme controls, engineering, and others to identify solutions to client requirements and establish a robust baseline plan.
4. Empower and inspire others to deliver successful projects.
5. Identify and monitor project risks (threats and opportunities), plan and implement mitigations to them, and respond to other issues that affect the project.
6. Implement and manage resource allocation plans needed for delivery of the project including identification and management of critical resource requirements. Secure resources needed for projects from internal and external sources.
7. Engage with and lead stakeholder relationships including internal and external parties, taking account of their levels of influence and particular interests.
8. Establish and maintain governance arrangements for the delivery of projects, defining clear roles, responsibilities and accountabilities that align with organisational practice. Managing project reviews at appropriate points throughout the project lifecycle which will inform governance decisions of projects by providing evaluations of progress, performance, risk, contingency and continuing relevance.
9. Establish, and implement where necessary, protocols to change the scope of projects and updating configuration documents as required.
10. Develop and implement contracting and procurement strategies for assigned projects within Legislative, Corporate Governance and procurement guidelines, adopting Agile Client Principles to transfer delivery and integration responsibility to the supply chain wherever appropriate.
We need you to have:
• Educated to degree level in a relevant discipline or equivalent demonstrable experience
• Membership (or working towards membership) of the Association for Project Management
• Registered PRINCE2 Practitioner or equivalent
• Excellent stakeholder engagement and communication skills all levels. This should include Customers; 3rd party representatives, other business & functional leaders and key support personnel.
• Successful relevant experience in a complex project environment including demonstrable experience in team management, planning, contracting and delivery of projects
• Successful record of project budget management and ability to understand and interpret commercial and financial landscapes (budgets, forecasts, actual status)
• Experience in managing ambiguity in a project environment with strong evaluation and decision-making skills
• Demonstrable Project safety management practice and knowledge of Health and Safety legislation and best practice
• Experience with safety cases in support of projects
• Accident Investigation experience
It would be advantageous if you have:
• Demonstrable experience in the Rail Industry Sector (including application of GRIP, Construction Design Management (CDM) and the Common Safety Method (CSM)
• Detailed Knowledge of Network Rail's Investment, Commercial and Procurement regulations and practices
• You will be a team player and a self-starter with willingness to learn, challenge and get involved
• Knowledge of Network Rail's assets and how they are managed
• Experience of Control and leading the development of robust Development/Approval in Principle for assigned projects, focussing on specific and measurable outcomes, benefits and requirements, to achieve an unambiguous procurement exercise and efficient contract award.
• Experience of developing access strategies for assigned projects in Collaboration with Regional colleagues to achieve optimum balance between affordable, deliverable and of minimal impact to passenger and freight colleagues in alignment with Putting Passenger First Principles.
• Knowledge of early stage embedment of appropriate, specific and measurable KPI / KRA into the pre-contract documentation for assigned projects to provide a foundation for active monitoring and measurement throughout the contract phase.
• Knowledge of contracting and procurement strategies that can be applied to the development projects and assist in contracting strategy production for future PACE stages
• Contribute to establishing the strategy for the contracting and financial authorisation processes of assigned projects to achieve a timely, risk managed approach to contract award, embodying Agile Client and PACE principles.
• History of Establishing, implement and monitor the assurance framework appropriate to the stages of assigned projects within the Portfolio / PACE project lifecycle, implement an assurance regime that monitors the supply chain compliance with standard requirements and those identified in the specification
