Lancashire Constabulary's Violence Reduction Network is seeking a CHAMPIONS Programme Manager to be based at County Hall, Preston but with extensive travel across the County and beyond as well as agile working provided.
CHAMPIONS is an intervention programme to reduce re-offending, improve client wellbeing and access to development opportunities. Working across Lancashire it aims to divert children and young adults aged 8- 25 years away from crime by supporting them into positive behaviour change and activities.
Specialist mentors from the 9 participating Football Community Club Organisations (CCO) across Lancashire engage children and young adults through direct intervention in police custody suites or referral from stakeholder agencies. The mentor leads a development plan to assist the client in fulfilling their own goals, relating to personal development, education, training, and employment.
- As a CHAMPIONS Programme Manager you will supervise the mentors (currently 17), administration / business support officer and partner agencies to ensure CHAMPIONS client needs are met and clients are engaged.
- As a CHAMPIONS Programme Manager, you will work closely with the Lancashire VRN Operational Lead to develop and ensure programme outcomes are met, including the scrutinising, and reviewing of commissioned stakeholders in line with the VRN performance framework.
- You will work closely with each CHAMPIONS Football Community Club Organisation and develop good professional relationships with Community Cohesion Officer (CCO) line managers responsible for their respective mentors.
- You will work towards building a cohesive CHAMPIONS team across Lancashire, each CCO working together in a joined-up approach to achieve a common goal of reducing reoffending and programme development.
- You will ensure effective and efficient delivery of the programme across Lancashire on behalf of the VRN.
- You will assist the CCOs in identifying potential client risks and create a risk assessment template and promote training opportunities to ensure mentors are aware of how to manage risk and safeguarding issues relating to clients.
- You will source and oversee a case management system to include details of client background and progression. You will maintain oversight of client records. Oversight of monthly/quarterly returns to the LVRN and coordination of evaluation processes.
- You will develop and oversee the CHAMPIONS referral process including creation of the terms of reference for client suitability.
- In collaboration with Lancashire VRN, you will lead with the creation, implementation, and development of the CHAMPIONS programme in Lancashire and develop strong community networks in line with evidence-based data.
- You will continuously review the Champions programme to ensure it reflects best practice and innovative ways to promote client engagement and retention in line with strategic stakeholders' expectations
- You will line manage the CHAMPIONS staff including the programme support worker in partnership with the respective CCO line manager. This will include regular supervision meetings with the mentor and CCO line managers.
- This is a broad outline of the main duties, but you will be flexible in developing the role in conjunction with the LVRN.
The role of the CHAMPIONS Programme Manager in collaboration with CCO line managers is to oversee the work that the mentors carry out across Lancashire and develop the provision, strategically and operationally to ensure it meets the needs of the clients and stakeholders.
